Custodial accounts may offer a support path

A provider may reset account access, freeze some internal activity or investigate under its procedures. Speed matters, and recovery is never assured.
The provider generally cannot rewrite an unrelated blockchain simply because a customer was deceived.
Self-custody has a different failure model
A recovery phrase can restore a compatible wallet when a device is lost. If the phrase is also lost, nobody may be able to recreate the key.
If an attacker obtains the key and moves assets, the transaction may be difficult to reverse. Law enforcement or service cooperation can help some cases, but outcomes vary.
A familiar example

Angela loses her phone but has a securely stored recovery phrase. That is an access problem she may solve. If she sends to a scammer, the recovery problem is much harder.
