To OFWs: Now is the Time to Explore Crypto Padala

Remittance fees remain one of the biggest pain points for Overseas Filipino Workers (OFWs), with traditional channels charging between 6–7% per transfer and settlement times stretching to days.

Cryptocurrencies, particularly stablecoins, are emerging as a credible alternative, offering near‑instant settlement and costs below 1%, though adoption faces regulatory, infrastructure, and trust hurdles.

Sending Money Home Has Always Been Costly

The pain points of OFWs are well documented.

High fees eat into hard‑earned wages, while settlement delays of 1–3 business days add stress for families who often live paycheck to paycheck. In some corridors, particularly from the Middle East to Southeast Asia, fees can climb even higher due to limited competition and reliance on correspondent banking networks.

Beyond financial costs, there is also the psychological burden: OFWs work long hours abroad, often in difficult conditions, only to see a significant portion of their earnings consumed by intermediaries.

The World Bank has consistently flagged remittance costs as a barrier to financial inclusion. Its Remittance Prices Worldwide database shows that the global average cost of sending $200 was 6.49% in 2025, far above the UN’s Sustainable Development Goal (SDG 10.c) target of reducing fees to below 3%.

The persistence of high costs reflects structural issues: reliance on correspondent banking networks, compliance and AML costs, and limited competition in certain corridors. All these revert back to OFWs, where even small transfers carry disproportionate costs, eroding the value of their labor.

The Innovative Alternative: Cryptocurrency

Cryptocurrencies, particularly stablecoins like USDT and USDC, offer a compelling alternative. Through pegged value to fiat currencies, stablecoins minimize volatility while enabling near‑instant settlement across borders.

An OFW can convert local currency into a stablecoin, send it to the Philippines almost instantly, and cash out through local platforms. Costs often fall below 1%, compared to the 6–7% typical of traditional channels. Settlement times shrink from days to minutes.

The Philippine government has taken notice. The Bangko Sentral ng Pilipinas (BSP) has licensed several Virtual Asset Service Providers (VASPs), including DOPAY and Coins.ph, to operate under its supervision. This shows regulatory openness to crypto as financial infrastructure.

Globally, parallels exist: Nigeria’s eNaira experiment, El Salvador’s Bitcoin adoption, and Latin America’s use of stablecoins for remittances all demonstrate the potential of crypto rails to reduce costs and expand inclusion.

OFWs are Not Yet Familiar with Crypto

The Philippines ranks among the global leaders in crypto adoption, with roughly 13.4% of the population—about 16 million people—owning digital assets.

OFWs are increasingly experimenting with crypto transfers, especially in corridors where traditional fees are highest. However, adoption remains uneven as several hurdles persist.

Regulatory uncertainty is a major factor: while BSP licenses VASPs, a comprehensive crypto law is still pending. Trust and literacy gaps also limit adoption, as many OFWs and their families remain wary of digital assets.

Infrastructure challenges—such as reliable off‑ramps and fiat conversion in rural areas—further constrain usage. Moreover, volatility risks discourage adoption beyond stablecoins, as other major crypto assets remain subject to sharp price swings.

Despite these hurdles, momentum is building. BSP has issued guidance on consumer protection and AML compliance for VASPs, signaling its intent to balance innovation with oversight.

Addressing the High-Fee Remittances Problem

Respective institutions are working to reduce remittance costs.

Coins.ph pioneered crypto remittances and recently piloted PHPC, a peso‑pegged stablecoin. Traditional players like GCash and PayMaya integrate with remittance partners to lower fees, while banks such as BDO and Metrobank digitize remittance channels. Yet costs remain higher than crypto rails.

The BSP’s push for interoperability through QR Ph complements these efforts, aiming to broaden access and reduce costs. These initiatives call for focus on the bigger picture strategy: combining traditional financial infrastructure with digital innovation to achieve inclusion.

Crypto Padala: Easier with DOPAY

As BSP‑licensed Electronic Money Issuer (EMI) and Virtual Asset Service Provider (VASP), DOPAY offers OFWs a regulated platform to send money home efficiently. With BSP oversight, DOPAY ensures both affordability and trust.

Want to know how? Here is a sample flow for sending money through DOPAY:

Step 1: Conversion Abroad

An OFW in Dubai earns in dirhams and converts them into USDC (a stablecoin) through DOPAY.

Step 2: Instant Transfer

The OFW sends the USDC directly to their Filipino family member’s DOPAY wallet in the Philippines, with settlement occurring in minutes.

Step 3: Local Conversion

The family member opens the DOPAY app and converts the USDC into PHP at minimal cost, fully compliant with BSP regulations.

Step 4: Immediate Access

The funds are available instantly for cash‑out, bill payments, tuition, groceries, and other household needs.

This flow reduces fees from 6–7% to under 1%, cuts settlement time from days to minutes, and ensures compliance with BSP rules. When crypto innovation is bridged with regulatory trust, OFWs are empowered to maximize the value of their hard‑earned money, strengthening household consumption and supporting the Philippine economy.
