Scam Everywhere: How to Verify if Your E-Wallet is Legit? 

Digital wallets have become central to the way Filipinos pay, save, and transfer money. 

From everyday purchases to overseas remittances, e‑wallets are now embedded in daily life. Yet with this convenience comes risk: not all wallet providers are properly licensed or supervised. 

To protect consumers, the Bangko Sentral ng Pilipinas (BSP) has introduced the BSP Verifier Portal, a public tool that allows anyone to confirm whether a digital wallet app is registered and authorized to operate. 

With this tool, the central bank aims to strengthen consumer protection, promote transparency, and ensure that only compliant providers can legally offer financial services. 

What the BSP Verifier Portal Mandates 

The BSP Verifier Portal is an innovative transparency mechanism. 

Previously, verifying a wallet’s legitimacy meant combing through BSP circulars or directories, a process inaccessible to most users. The portal simplifies this by offering a searchable database of BSP‑licensed Electronic Money Issuers (EMIs) and Virtual Asset Service Providers (VASPs). 

Making licensing information publicly accessible shows consumer-centric regulation, as the BSP empowers users to distinguish legitimate providers from unregulated or potentially fraudulent ones. 

Coverage and Scope of the Portal 

The BSP Verifier Portal provides a comprehensive directory of all BSP‑supervised financial institutions. This includes the following: 

  1. Banks 
  • Banks – institutions engaged primarily in the business of deposit taking and lending 
  • Offshore Banking Units in the Philippines – a branch, subsidiary, or affiliate of a foreign bank authorized to conduct banking transactions in foreign currencies 
  • Representative Office – a branch, subsidiary, or affiliate of a foreign bank authorized to conduct banking transactions in foreign currencies 
  1. May Be Banks or Non-Banks 
  • Virtual Asset Service Provider (VASP) – entities that facilitate the transfer or exchange of virtual assets 
  • Electronic Money Issuer (EMI) – entities that facilitate the transfer or remittance of electronic money 
  • Operators of Payment System (OPS) – any person or entity that manages, processes, or enables digital and cash-based fund transfers and clearing 
  1. Non-Banks 
  • Non-Banks without Quasi-Banking Functions (NB w/o QB) – financial institutions authorized to provide financial services but are prohibited from borrowing funds from 20 or more lenders simultaneously 
  • Non-Banks with Quasi-Banking Functions (NBQB) – financial institutions authorized to borrow funds from 20 or more lenders simultaneously for the purpose of relending or purchasing receivables 
  • Money Service Business (MSB) – non-bank institutions mainly offering remittance and money-changing/foreign exchange/ dealing, and virtual asset services 
  • Pawnshop – entities that grant loans by accepting personal property as collateral/security 

Through consolidation of these categories into one searchable platform, the BSP ensures that consumers, businesses, and regulators can easily confirm whether an institution is properly licensed and compliant. 

To everyday users of digital wallets, the most relevant categories are EMIs and VASPs. 

EMIs are entities authorized to issue electronic money, enabling cashless payments, transfers, and storage of value through apps like GCash, Maya, and DOPAY. 

VASPs, on the other hand, are licensed to provide services involving virtual assets such as cryptocurrencies, including wallet custody and exchange functions. 

Together, EMIs and VASPs form the backbone of the digital wallet ecosystem, and their presence in the BSP Verifier Portal allows consumers to quickly confirm legitimacy before entrusting their funds. 

Due Diligence Done Easier 

Oversight of digital wallets falls under the BSP because they are integral to the financial system. Wallets handle payments, remittances, and increasingly, investments. 

Without proper regulation, they could expose consumers to fraud, insolvency, or systemic risks. The BSP’s role is to ensure that wallet providers operate responsibly, safeguard customer funds, and contribute to financial stability. 

For a digital wallet to appear in the BSP Verifier Portal, it must undergo a rigorous registration process. This includes submission of corporate documents, governance structures, and compliance policies; demonstration of capital adequacy and risk management systems; approval of AML/CFT protocols to prevent money laundering and terrorist financing; and ongoing reporting obligations to the BSP. 

Only after meeting these requirements can a wallet be listed as a licensed EMI or VASP. This ensures that consumers using the portal are accessing verified and compliant providers.

Step‑by‑Step Guide: How to Use the BSP Verifier Portal 

Step 1: Access the BSP Verifier Portal 

The BSP provides a dedicated online portal for checking licensed EMIs and VASPs. 

Access https://www.bsp.gov.ph/SitePages/FinancialStability/BSPVerifier.aspx  

  • Open your browser and type the official BSP Verifier portal link 
  • Ensure that you are on BSP’s official domain to avoid phishing sites 

Step 2: Choose the Institution Type 

You can search by type of institution under Banks, May Be Banks or Non-Banks, or Non-Banks. 

  • Select EMI if you want to verify e‑wallets like GCash or DOPAY (WIBS Php Inc.) 
  • Select VASP if you want to verify crypto wallets or exchanges 

Step 3: Enter the Wallet App Name 

The portal allows keyword searches to locate the provider. 

  • Type the name of the wallet app (e.g. Gcash, Maya, DOPAY (WIBS Php Inc.) 
  • Use the official brand name for best results 
  • Use the brand’s company name to counter-check 
  • Double-check the spelling to avoid missed matches 

Step 4: Review the Search Results 

The portal will display whether the wallet is registered and supervised by BSP. 

  • Confirm that the provider appears in the list 
  • Check the license type if it matches (EMI or VASP) 
  • Note the registration details and supervisory coverage 

Step 5: Cross-Check with BSP Issuances 

For added assurance, you can cross-check the provider’s name against BSP circulars, memorandums, or official issuances. 

  • Visit the BSP website’s Regulations page 
  • Search for issuances related to EMIs or VASPs 
  • Confirm that the provider’s legislation aligns with BSP’s rules
