SSS More Accessible for OFWs with PH, Spain Agreement 

Philippines and Spain are strengthening their social security partnership, reopening the SSS office in Madrid and finalizing an Administrative Agreement that will allow Filipinos abroad to combine contributions, avoid double payments, and access benefits seamlessly across both countries. 

Reopening of the SSS Office in Madrid 

The reopening of the SSS Representative Office at the Philippine Embassy in Madrid on September 11, 2026 is a tangible step toward improving access. 

Located at the Eric P. Valenzuela Consular Hall, the office will provide direct services to Filipinos, including claims processing, contribution inquiries, and benefit applications. 

Having a dedicated office abroad reduces the need for overseas Filipino workers (OFWs) to travel back to the Philippines to resolve issues, saving time and money. It also demonstrates the Philippine government’s commitment to strengthening institutional presence in countries with significant Filipino populations. 

“We value our longstanding cooperation with Spain and look forward to working closely with our Spanish counterparts and the SSS to further strengthen the systems that support the Filipino community,” said Philippine Ambassador to Spain Philippe J. Lhuillier. 

Rationale of the Agreement 

The Philippines and Spain have long maintained bilateral cooperation on social security, beginning with the 1988 Social Security Agreement, updated in 2002, and enforced in 2012. These agreements were designed to protect migrant workers by ensuring that contributions made in one country could be recognized in the other. 

The new Administrative Agreement currently being finalized strengthens this framework, modernizing processes to reflect the realities of labor mobility and globalization. 

It ensures that Filipinos in Spain—many of whom work in healthcare, domestic services, and hospitality—are not disadvantaged by fragmented contributions or bureaucratic hurdles. 

Benefits of SSS Contributions 

Social Security System (SSS) was established in 1957 to provide social protection to Filipino workers through pensions, disability benefits, maternity assistance, and death benefits.  

Contributions are pooled to create a safety net, ensuring that workers and their families have financial support during retirement or unforeseen circumstances. To OFWs, SSS contributions are particularly important because they provide continuity of protection even while working abroad.  

The bilateral agreement with Spain ensures that these contributions are not lost or duplicated, maximizing the value of every peso remitted into the system.

These benefits directly address the challenges faced by OFWs, who often struggle with fragmented contributions and limited access to benefits. 

Beyond individual benefits, the agreement reflects a broader recognition of the importance of social protection in global labor markets. Migrant workers contribute significantly to host economies, and ensuring their rights strengthens bilateral relations. 

The agreement demonstrates its commitment to fair treatment of foreign workers for Spain. At the same time, for the Philippines, it reinforces its role as a proactive advocate for OFWs. This cooperation also sets a precedent for similar agreements with other countries hosting large Filipino communities. 

Governance and Oversight 

The success of the agreement depends on strong governance. The SSS, in coordination with the Department of Foreign Affairs (DFA), ensures compliance and transparency. 

Oversight mechanisms include monitoring contributions, auditing claims, and coordinating with Spanish institutions. Locally, the Bangko Sentral ng Pilipinas (BSP) and the Anti-Money Laundering Council (AMLC) safeguard financial flows, ensuring that remittances and contributions are not exploited for illicit purposes. 

Together, these institutions create a framework that balances inclusion with accountability. 

OFWs in Spain will have greater certainty about their future benefits under the agreement. It reduces the risk of losing entitlements due to fragmented contributions and ensures that their sacrifices abroad translate into long-term financial security. 

Families in the Philippines also benefit, as pensions and remittances can be accessed more reliably. The agreement shows the government’s recognition of OFWs as a vital economic pillar, ensuring that their rights are protected both at home and abroad. 

Effect to PH Inward Remittances 

Social security agreements indirectly strengthen remittance flows. Through assurance that OFWs have access to pensions and benefits, they are more likely to maintain contributions and continue sending money home. 

Reliable social protection reduces financial uncertainty, encouraging OFWs to remit funds for family support, investments, and savings. This stability benefits the Philippine economy, where remittances account for nearly 10 percent of gross domestic product (GDP). 

Stronger institutional frameworks also enhance trust in official channels, discouraging reliance on informal or unregulated remittance systems.

The Philippines has pursued similar agreements with other countries, including Italy, the UK, and Canada, portraying a larger strategy to protect OFWs globally.
