Free Transfers and Lower Costs: The Growing List of Banks and E‑Wallets Waiving InstaPay and PESONet Fees 

The Philippine financial system is changing rapidly. In the past year, more banks and e‑wallet providers have announced reductions or outright waivers of fees for electronic fund transfers through InstaPay and PESONet. This shift is part of a broader push by the Bangko Sentral ng Pilipinas (BSP) to make digital finance more affordable, transparent, and inclusive. The BSP issued Circular No. 1238 requiring electronic transaction fees to be reasonable, cost‑based, and transparent. The regulation also prohibited fees on small‑value merchant payments made through the national QR Ph standard. Banks that have waived or reduced fees 

  • Bank of the Philippine Islands (BPI): Permanently waived InstaPay and PESONet fees via BPI app, BPI Online, VYBE, BanKo, and BizKo. Previously ₱10 for InstaPay and ₱50 for PESONet. 
  • Rizal Commercial Banking Corporation (RCBC): First 30 InstaPay transfers per month free via RCBC Pulz (minimum ₱100). Beyond that, ₱10 per transfer. DiskarTech transfers remain free and unlimited. 
  • UnionBank: InstaPay transfers now free via UnionBank Online. PESONet transfers were already free. 
  • LandBank of the Philippines: All InstaPay and PESONet transactions free starting July 7 via LandBank Mobile Banking App and iAccess. 
  • Philippine National Bank (PNB): Waived InstaPay and PESONet fees effective July 10. 
  • Metrobank: Waived InstaPay and PESONet fees effective July 9. 
  • Security Bank: Waived InstaPay and PESONet fees effective July 10. 
  • BDO Unibank: Waived InstaPay and PESONet fees effective July 9. 
  • EastWest Bank: Waived InstaPay and PESONet fees for customers with a minimum average daily balance of ₱2,000. 

Other banks with conditional free transfers: CIMB Bank, GoTyme Bank, Equicom Savings Bank, OwnBank, Netbank, Maribank, UnionDigital Bank. 

E‑wallets that joined the move 

  • GCash: Reduced InstaPay transfer fee to ₱10 from ₱15. 
  • Maya: Reduced InstaPay transfer fee to ₱10 from ₱15. Maya‑to‑Maya and PESONet transfers remain free. 
  • Coins.ph: Offers competitive rates for crypto‑linked transfers, though not directly part of BSP’s InstaPay/PESONet framework. 
  • DiskarTech (RCBC): Free and unlimited transfers. 

Why fee reductions matter 

For households, lower transfer fees mean more money stays in their pockets. A family sending allowances to children at school or remittances to relatives in the provinces can now do so at lower cost. Over time, the savings can be redirected to essentials like food, medicine, or school supplies. 

For businesses, especially SMEs, lower fees reduce transaction costs. Payroll transfers, supplier payments, and customer refunds become cheaper. This improves margins and frees up resources for investment. Lower fees also encourage digital adoption among merchants, expanding the ecosystem and supporting formalization.

  • Other cryptocurrencies to USDC: 0.07% of the conversion transaction. 

These rates are designed to be transparent and affordable, allowing users to explore crypto payments or remittances without hidden costs. For freelancers paid in crypto, or for businesses experimenting with Web3 transactions, DOPAY’s conversion fees provide clarity and predictability.

Traditional banking rails such as SWIFT and domestic interbank systems remain important for large and cross border transfers. SWIFT is reliable for large value transfers but can be slow and costly for small remittances. Domestic instant transfer systems like InstaPay allow near real time movement of funds between bank accounts and wallets. PESONet handles larger amounts with same day settlement. 

Digital wallets integrate with these systems to provide faster and cheaper options.
