Binance Arranges Shocking Comeback in the Philippines Through SEC Sandbox 

Binance Philippines, in partnership with local fintech company Blockshoals Technologies Inc., is preparing to legally introduce its cryptocurrency services in the Philippines in the coming months as part of the Securities and Exchange Commission’s (SEC) Regulatory Sandbox Framework. 

The stratagem marks a big step toward bringing Binance’s global digital asset platform into the Philippine market through a regulated environment designed to test innovative financial products while ensuring consumer protection and regulatory compliance. 

According to Binance Philippines General Manager Jen Bilango, the company is currently coordinating with a Bangko Sentral ng Pilipinas-regulated Virtual Asset Service Provider (VASP) to facilitate Philippine peso deposits and withdrawals.  

This integration will allow Filipino users to seamlessly convert fiat currency into digital assets and vice versa once the initial phase of the project begins. 

“In the next coming weeks and months, there will be a lot of things that they can expect from Binance and Blackshoals. Very exciting times ahead,” she told news reporters in a briefing in Pasay City. 

The launch reflects Binance’s renewed commitment to operating within the country’s regulatory framework after facing previous regulatory challenges. 

A Vision Beyond Cryptocurrency Trading  

While cryptocurrency trading remains a core offering, Binance Philippines aims to build an extensive financial ecosystem for Filipino users. 

Bilango emphasized that the company’s long-term vision extends beyond simply providing a digital asset exchange. Instead, Binance seeks to integrate cryptocurrency into everyday financial activities while maintaining compliance with Philippine regulations. 

“I think five years from now, I want to see everyone not just looking at Binance Philippines as just a trading platform. We want it to every aspect of your financial life by working, again, with regulations,” she added. 

This strategy reflects the growing global trend of cryptocurrency platforms expanding into payments, savings, remittances, and other financial services that complement digital asset investing. 

Blockshoals Provides the Regulatory Foundation 

The partnership with Blockshoals Technologies plays a crucial role in Binance’s Philippine expansion. 

Previously, Binance encountered regulatory scrutiny because it was not authorized to sell or offer securities in the country.  

Through its collaboration with Blockshoals, the company now has an opportunity to introduce its services under a controlled regulatory framework. 

Blockshoals recently received SEC approval to participate in a two-year regulatory sandbox as a Crypto Asset Intermediary (CAI). This designation allows the company to work alongside regulators while testing cryptocurrency products and services before wider implementation. 

As part of the collaboration, Binance contributes its global technology, operational expertise, and experience in digital assets, while Blockshoals serves as the local partner responsible for meeting Philippine regulatory requirements. 

“The products that we’ll use, again, (we will) work with the SEC to ensure that almost all of the products of Binance globally will be offered in the Philippines,” Blackshoals legal advisor Atty. Marie Antonette Quiogue said. 

The arrangement demonstrates how international cryptocurrency companies can work with local institutions to develop compliant digital financial services. 

Gradual Rollout Through Phased Implementation

Rather than launching all services simultaneously, Binance Philippines and Blockshoals are adopting a phased implementation strategy. 

According to Quiogue, the project remains in what the companies describe as the “pre-phase.” The first official phase will begin after payment of infrastructure, commonly referred to as fiat rails, is fully integrated with BSP-regulated Virtual Asset Service Providers. 

“We are actually in pre-phase. That’s how we define it. Phase one starts once we have our rails, wherein we will have more than a virtual asset service provider that is regulated by the BSP and Filipino users are able to covert fiat to crypto. That will be phase one,” she added. 

This gradual approach enables both regulators and service providers to carefully evaluate system performance before introducing additional products and services to a wider customer base. It also allows sufficient time to strengthen technical infrastructure while minimizing operational risks during the initial rollout.  

Compliance and Consumer Protection Remain Key Priorities 

A major component of the partnership involves maintaining strong compliance standards. 

Under the agreement, Blockshoals will oversee customer due diligence (CDD) and Know-Your-Customer (KYC) verification processes for Philippine users.  

The company will likewise fulfill its responsibilities under the Anti-Money Laundering Act (AMLA), ensuring that customer onboarding and financial transactions comply with Philippine laws. 

The implementation of comprehensive compliance measures aims to promote greater transparency while reducing risks associated with financial crimes such as money laundering and terrorist financing. These safeguards are expected to strengthen public confidence as cryptocurrency adoption continues to grow across the country. 

SEC Sandbox to Shape Future Cryptocurrency Regulations 

The two-year regulatory sandbox serves not only as a testing environment for Binance Philippines and Blockshoals but also as a valuable learning platform for regulators. 

Throughout the sandbox period, the SEC will closely monitor live operations, evaluate risk management controls, and collect operational data that could guide the development of future cryptocurrency regulations in the Philippines. 

“The reason why we’ve chosen this two-year pathway to go into a sandbox is because it slows things down enough and provides enough data visibility to the regulator to make constant intuitive decisions on which products are suitable for the market in general,” Binance Asia Pacific head SB Seker said. 

Both companies have also entered a 90-day integration phase focused on synchronizing systems, integrating VASP payment rails, and validating automated anti-money laundering (AML) and counter-terrorist financing (CTF) reporting workflows. 

The structured rollout provides regulators with continuous oversight while allowing companies to refine their systems before expanding their services.
