DTI Opens AI Hub for Philippines Small Businesses

The Department of Trade and Industry (DTI) has launched the country’s first AI Hub, a major push to help small businesses embrace digital transformation and compete in global markets. 

AI Hub for MSMEs 

DTI’s launch of the artificial intelligence (AI) Hub in August 2026 is a pivotal moment in the Philippines’ digital transformation journey. 

The AI hub is envisioned as a central resource for MSMEs to access artificial intelligence tools, training, and collaborative opportunities. DTI Secretary Alfredo Pascual underscored that the hub is not just about technology adoption but about creating a culture of innovation among small businesses. 

The innovative initiative aligns with the Philippine Development Plan 2023–2028, which emphasizes competitiveness, innovation, and inclusive growth. 

The AI Hub is designed as both a physical and digital ecosystem. It provides infrastructure such as computing resources, training modules, and mentorship programs. 

Its goals are ambitious: to democratize AI access, to help MSMEs integrate AI into their operations, and to position the Philippines as a competitive player in the global digital economy. To small businesses, the hub represents a chance to leapfrog traditional barriers and adopt tools that can reduce costs, improve efficiency, and expand market reach. 

DTI Supervision and Governance  

DTI has consistently recognized that MSMEs are the backbone of the Philippine economy, accounting for nearly all registered businesses and employing the majority of the workforce. Despite this, many MSMEs face structural challenges: limited access to finance, outdated processes, and difficulty competing in global markets. 

Over the past decade, DTI has rolled out a series of initiatives to address these gaps, and the AI Hub is the latest and most ambitious step. 

One of the cornerstone programs is the E‑Commerce Roadmap, which set targets for increasing online participation among MSMEs and improving logistics and payment systems. This roadmap laid the groundwork for digital adoption by encouraging businesses to establish online storefronts and integrate digital payments. 

Complementing this, DTI established Go Negosyo Centers nationwide, providing training, mentorship, and advisory services to entrepreneurs. These centers have been instrumental in building capacity at the grassroots level, helping small businesses understand and adopt digital tools. 

DTI also launched the CTRL+Biz Reboot Now program during the pandemic, which offered webinars and training sessions to help MSMEs pivot to online platforms. The program highlighted the urgency of digitalization in times of crisis and demonstrated how technology could sustain businesses when physical operations were disrupted. 

Similarly, the Philippine Skills Framework was introduced to align workforce skills with emerging industry needs, including digital competencies. 

On the financing side, DTI has partnered with government financial institutions to expand access to credit for MSMEs, often tied to digitalization efforts. Programs like Pondo sa Pagbabago at Pag‑asenso (P3) and Small Business Corporation loans have been linked to modernization and digital adoption, ensuring that financial support is not just about survival but about transformation. 

The AI Hub builds on these foundations by moving beyond basic digitalization into advanced technologies. 

While earlier initiatives focused on e‑commerce, digital payments, and online presence, the AI Hub introduces MSMEs to artificial intelligence, machine learning, and data analytics. DTI’s role here is not only to provide infrastructure but also to act as a convener—bringing together tech companies, universities, and entrepreneurs to create a collaborative ecosystem. 

Beneficiaries of the AI Hub are diverse. Retailers can use AI to personalize customer experiences; manufacturers can optimize production; farmers can leverage predictive analytics for crop management; and service providers can automate customer support. 

Through targeted MSMEs across sectors, DTI ensures that the benefits of AI are not confined to large corporations but are accessible to the businesses that form the backbone of the economy, and acknowledged that the future of competitiveness lies not just in going digital but in embracing intelligent technologies. 

How Can AI Help Filipino Businesses? 

AI offers transformative potential for MSMEs as technology is increasingly integrated into both internal and customer‑facing functions. 

With retail, AI can analyze customer data to personalize recommendations and optimize inventory. With agriculture, AI can process weather and soil data to improve crop yields. With manufacturing, predictive maintenance powered by AI can reduce downtime and costs. 

Moreover, for service businesses, AI chatbots can handle customer inquiries, freeing staff for higher‑value tasks. 

Internally, AI is used for HR management, supply chain optimization, and fraud detection. Customer‑facing applications include personalized marketing, automated support, and seamless digital payments. 

In the Philippines, e‑commerce platforms, fintech firms, and logistics providers are adopting AI to scale operations.
